Elizabeth Dole Foundation Applauds VA Action to Remove Cap on In-Home Care for Veterans with Complex Conditions

WASHINGTON, D.C. — The Elizabeth Dole Foundation today applauded an announcement by the U.S. Department of Veterans Affairs (VA) to lift the expenditure cap on in-home and community-based care for veterans with complex medical conditions, reducing financial, physical, and emotional strain on families and expanding access to care at home, a change for which the Foundation strongly advocated through passage of the Dole Act.

"We’re especially proud to see the VA implement a key provision of the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act that increases the expenditure cap for in-home and community-based services,” said Steve Schwab, CEO of the Elizabeth Dole Foundation. “We heard from families caring for veterans with ALS, spinal cord injuries, and other complex conditions and fought hard for this much needed support. The enactment of this provision helps our most vulnerable veterans and their caregivers and removes a long-standing barrier to keeping loved ones at home.”

With the cap lifted, eligible services can now be covered at the full comparable cost of care provided in a VA Community Living Center.  “This action reflects caregiver-centered policy in action and honors the intent of the law,” said Bob McDonald, Chairman of the Elizabeth Dole Foundation Board of Directors, and the 8th Secretary of the U.S. Department of Veterans Affairs. “By aligning care delivery with the realities facing families today, VA is helping ensure Veterans with complex conditions can remain at home with the support their caregivers need.”
